America’s First Policy Directive to the Secretary of State – The White House

By the authority vested in me as President under the Constitution and laws of the United States, it is hereby ordered:

Section 1. Purpose. From this day forward, America’s foreign policy must defend America’s core interests and always put America and American citizens first.

Sec. 2. Politics. As soon as practicable, the Secretary of State shall issue guidelines that bring State Department policies, programs, personnel, and operations into line with an America First foreign policy that puts America and its interests first.

Sec. 3. General provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority given by law to an executive department or administrative agency; or

(ii) the functions of the Director of the Office of Management and Budget in relation to budgetary, administrative or legislative proposals.

(b) This order must be implemented in accordance with applicable law and subject to the availability of funds.

(c) This order is not intended to, and does not create, any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents; or any other person.
