The ICC drew back from both Republicans and Democrats in November when it issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu, former Israeli Defense Minister Yoav Gallant and several Hamas leaders at the same time. Neither Israel nor the United States have ever recognized ICC’s jurisdiction.
